Regarding the obligations of the government, especially the CPP-led government to respect, protect and fulfill the human rights needs of citizens, Virak stressed that the government (led by the ruling party) has an obligation to respect, protect and fulfill the human rights of all people.
In stating whether or not Cambodia has a human rights violation, Virak said that human rights violations occur when the government (the competent authority) fails to carry out its obligations in respect, protect and fulfill the human needs (of human rights).
In order to ensure proper implementation and enforcement of the law, Mr. Virak emphasized that the laws must be ensured and enable to be respected, protected and fulfilled the needs of human rights by the citizens, that is not to restrict human rights! Rule of law can occur when there is a balance of power and control between the legislative, executive and judicial powers, he added.
